Black Hand Guy is a supervillain and an enemy of Lantern Guy.
He uses a device that allows him to drain the powers of a Green Lantern Guy's Ring, and use them for himself.
The Black Power Ring normally controls the wearer and provides abilities like, creating black energy constructs, granting flight, reamination of corpses, regeneration and darkness manipulation.
In the case of Black Hand Guy, the ring seems to only resurrect and maintain his body.
It does not provide Black Hand Guy with power as Black Hand Guy already carries the fundamental power of the black within himself.
Lastly Unlike other black lantern guys, Black Hand Guy's power ring is not in control of him and he retains his mind and personality.
